GUJARAT ANTI-TERROR BILL (2015) 



The Gujarat Government on Tuesday passed a historic Bill which aims at curbing terrorist activities the new Bill is said to be a filtered version of "Gujarat Control of Organised Crime Bill (GUJCOC)", 2003,GUJCOC was returned twice to the State legislature in 2004 and 2008 by then Presidents A.P.J. Abdul Kalam and Pratibha Devi singh Patil respectively
The new Bill provides Autonomy to the police and state to take necessary steps in order to curb terrorism some of its provisions are similar to those in erstwhile anti-terror laws Tada and Pota that were widely misused
CRUCIAL POINTS OF GUJARAT ANTI-TERROR BILL (2015):-
1-The Bill makes “evidence collected through the interception of wire, electronic or oral communication” admissible in the court.
2-The legislation makes offences under the Gujarat Control of Terrorism and Organised Crime Act, 2015, non-bailable. Clause 20 (4) of the Bill states,
3-It provides immunity to the State government from legal action. Clause 25 of the Bill states, “No suit, prosecution or other legal proceeding shall lie against the State government or any officer or authority of the State government for anything which is in good faith done or intended to be done in pursuance of this Act.”
4-The Gujarat Control of Terror-ism and Organised Crime Bill, 2015 also empowers police to tap phone conversations and use them as evidence in court, to extend the custody of an accused from the current 90 days to 180 days without filing a charge sheet

PREVIOUS LAWS BY INDIAN GOVT TO COMBAT TERRORISM:-

Prevention of Terrorism Act, 2002 (POTA)- This Act was passed by the parliament in 2002 ,the year when terrorist attack on parliament took place.This act was passed with the sole objective to curb terrorist actvities by providing special powers to the investigating authorities describes under the act.This act replaced all major anti-terrorist act as Prevention Of Terrorism Ordinance (POTO 2001) and Terrorist and Disruptive Activities TADA (1985-95)
Terrorist and Disruptive Activities(TADA) 1985-95:- It was the first anti-terrorism law by the Govt. which could defined and counter terrorism. It was in force for ten years 1985-1995 parallel to punjab insurgency
Defination of a Terrorist according to "TADA"
"Whoever with intent to overawe the Government as by law established or to strike terror in the people or any section of the people or to alienate any section of the people or to adversely affect the harmony amongst different sections of the people does any act or thing by using bombs, dynamite or other explosive substances or inflammable substances or lethal weapons or poisons or noxious gases or other chemicals or by any other substances (whether biological or otherwise) of a hazardous nature in such a manner as to cause, or as is likely to cause, death of, or injuries to, any person or persons or loss of, or damage to, or destruction of, property or disruption of any supplies or services essential to the life of the community, or detains any person and threatens to kill or injure such person in order to compel the Government or any other person to do or abstain from doing any act, commits a terrorist act.

2.  " MUHAMMADU BUHARI" SECURES ELECTION VICTORY IN NIGERIA BY 2.7 MILLION VOTES
Former military ruler Muhamammadu Buhari became the first Nigerian to defeat a sitting pesident through election. Buhari was declared the winner after he gained 2.7 million more votes than his rival, Goodluck Jonathan former President of Nigeria who is from "Peoples's Democratic Party".Muhammad Buhari the former military ruler managed to win more than 25% of votes in 24 states.He was influential in the country's north-western states, which have suffered most from attacks by Islamist militant group Boko Haram.In Borno state, one of the worst-affected by Islamist violence, Gen Buhari won 94% of the vote.voters believe that Gen Buhari is positioned well to defeat Boko Haram.

3. "Daniel Vettori" New Zealand's most-capped player Announces Retirement

New Zealand's most capped left-arm spinner Daniel Vettori bid adieu to the international cricket by announcing that his 18-year international career was over Vettori has already retired from Tests and Twenty-Twenty cricket

4. India launches "Operation Rahat" to evacuate It's citizens
India on Tuesday night received permission to dock its vessel at the port of Aden to evacuate nearly 400 stranded Indians to Djibouti
Two more ships, the destroyer INS Mumbai and the frigate INS Tarkash have set sail from India, and would reach the Yemen coast by April 2, and are equipped to deal with several contingencies
UN says Yemen 'on verge of total collapse',the UN children's fund said that at least 62 children had been killed and 30 injured during the fighting over the past week

1. HIMACHAL LAUNCHED INDIA’S FIRST E-VIDHAAN MOBILE APP:

Himachal Pradesh Government launched India’s First E-Vidhaan Mobile app.
Himachal Pradesh chief Minister Virbhadra Singh launched the first part of e-vidhaan Mobile app.
With this initiative , Himachal Pradesh Government is expecting to save about 8 crore rupees per annum that were spent on the paper.

2. CHINA INKED 5 AGREEMENTS WITH SRI LANKA:

China and Sri Lanka inked 5 agreements during the visit of Maithripala Sirisena to China.
For the first time Sri Lankan President Maithripala Sirisena visited China and signed 5 agreements in Beijing to Strengthen ties between two nations.

KEY POINTS:
Sri Lanka accepted China’s invitation to become a founding-member of Asia Infrastructure Investment Bank (AIIB)
China agreed to provide training opportunity to 2000 young scientists from Sri Lanka
China agreed to set up Chinese language training centres in Sri Lanka to deepen cultural partnership between both the nations.

3. FINANCE MINISTRY APPROVED 1500 CRORE RUPEES FOR A.P. CAPITAL CONSTRUCTION:

Union Ministry of finance has allocated 1500 crore rupees to Andhra Pradesh for constructing its New Capital
The A.P Reorganization Act, 2014 mandates Hyderabad as a common capital for Telangana and Andhra Pradesh for a period of 10 years.
New proposed capital of Andhra Pradesh is to be constructed near Vijaywada Region on the bank of Krishna river and is named as Amaravathi.

4. VICE ADMIRAL SUNIL LANBA BECOMES COMMANDING IN CHIEF OF SOUTHERN NAVAL COMMAND:

Vice Admiral Sunil Lanba took over charge as the flag officer commanding in chief of Southern Naval Command.
Vice Admiral Sunil Lanba took the charge from Vice Admiral SPS Cheema.
Vice Admiral Sunil Lanba took the charge at the ceremonial parade held at the Naval base in Kochi.

NOTE: Vice Admiral Cheema will now take the charge of the flag officer commanding in chief of Western Naval Command.
