While wind and solar power have made great strides in recent years, with renewables now accounting for 22% of electric energy generated, the issue that has held them back has been their transience. The sun doesn’t shine at night and the wind doesn’t blow year-round – these are the mantras of all those opposed to the progress of renewables.
Now the renewable power billionaire Elon Musk has just blown away that final defence. Last Thursday in California he introduced to the world his sleek new Powerwall – a wall-mounted energy storage unit that can hold 10 kilowatt hours of electric energy, and deliver it at an average of 2 kilowatts, all for US$3,500.
That translates into an electricity price (taking into account installation costs and inverters) of around US$500 per kWh – less than half current costs, as estimated by Deutsche Bank.
That translates into delivered energy at around 6 cents per kWh for the householder, meaning that a domestic system plus storage would still come out ahead of coal-fired power delivered through the conventional grid.
What’s more, Musk is going to manufacture the batteries in the United States, at the “gigafactory” he is building just over the border from California in Nevada. He is not waiting for some totally new technology, but is scaling up the tried and tested lithium-ion battery that he is already using for his electric vehicles.

Not just for homes

Now the fossil fuel companies – from fuel suppliers such as coal miners to coal-burning electric power utilities – will be on the defensive, fighting the new normal of cheaper renewable supplies and storage. Instead of asking “can we have our own energy system?” communities will be asking “why can’t we have it?”
The Tesla Energy system launched last week is comprehensive, with global ramifications. The Powerwall system offering 10 kWh is targeted at domestic users. It is complemented by a commercial system termed the Powerpack offering 100 kWh storage, and a stack of 100 such units to form a 10 megawatt hour storage unit that can be used at the scale of small electricity grids.
Whole communities could build micro-grid power supply systems around such a 10 MWh energy storage system, fed by renewable energy generation (wind power or rooftop solar power), at costs that just became super-competitive.
At his launch last week, Musk maintained that the entire electric power grid of the US could be replicated with just 160 million of these utility-scale energy storage units. And two billion of the utility-scale units could provide storage of 20 trillion kWh – electric power for the world.

The revolution begins

It is instructive to put these numbers in context. There are already around 2 billion cars and commercial vehicles on the world’s roads, and nearly 100 million new vehicles are being added every year.
If it’s feasible to build these exhaust-pumping complex machines, it’s certainly feasible to build the storage units that will help to make them unnecessary. What’s more, Elon Musk has just announced that he intends to do so.
Musk is a Henry Ford-style figure who takes others’ innovations and scales them up, taking the breathtaking entrepreneurial leaps that others can only dream about. Suddenly the world of renewable energy just moved to become the new normal – because when combined with cost-effective storage it becomes unbeatable.
Musk will not be alone. Already China is gearing up to be the world’s renewable energy superpower, with the largest installed base of wind power and probably by this year the world’s largest installed base of solar photovoltaic (PV) power, as well as by far the world’s largest manufacturing system for wind turbines and solar photovoltaic cells.
There are already Chinese companies such as BYD producing their own energy storage units based on lithium ion technology for both domestic and commercial usage – although not as sleek nor as cheap as the new Tesla offering.
But give them time and they will be producing at comparable scale and cost, or bettering it. This is capitalist competition – and its propagation is what makes Tesla’s announcement the start of the real renewables revolution.

No going back

What about Australia and the sorry state of affairs in which the Abbott government can see nothing beyond coal exports and does everything it can to halt the transition to renewables? Tesla’s announcement has just shifted the ground beneath their feet.
No longer can anyone in Australia claim that renewables would be “nice” if only they came with storage. Now they do.
A smart government in Australia would be looking to ride this wave and promote Australian renewable technology as a source of wealth for the country in a post-fossil fuel era.
Finally we would be able to move beyond the fruitless debates in Australia over whether to have a carbon tax or not, and move to the more immediate and practical issue of promoting renewable industry and technology.
China has given the world a huge lesson in the business-like way it has gone about building and promoting its renewable energy industries, importing technology from around the world and now improving on it as well, and scaling up production so as to drive down costs.
Now Musk and his Tesla Energy have just taken that process one decisive further step, to encompass storage as well as renewable power generation. From here there is no going back.The Conversation

A report by Comptroller and Auditor General (CAG) of India has highlighted several shortcomings in the Rashtriya Krishi Vikas Yojna (RKVY), stating that among 4,061 projects taken up for implementation from 2007-08 to 2012-13, only 2,506 or 62 per cent projects were completed.
The report highlights irregularities at every level of the Central scheme launched to incentivise states to draw up tailor-made agricultural strategies.
According to the CAG report, states reported excess receipt of grant by Rs 4,289.20 crore during the review period. Similarly, states reported an expenditure of Rs 31,916.53 crore whereas the agriculture ministry reported Rs 27,938.52 crore. The ministry took no steps to reconcile the figure of the period.
The programme faced apathy from the administration during implementation in different states.
From 2011 to 2013, when Narendra Modi was chief minister of Gujarat, 17 of a total of 27 scheme components or 63 per cent were not implemented, says the report. This programme was under the Vegetable Initiative for Urban Cluster.
Other states like Uttar Pradesh and Bihar also fared similarly in separate categories. Uttar Pradesh did not provide pump sets to 44 per cent of the total bore well target of 17,143, says the report.
Regarding monitoring of the programme, the audit says that RKVY guidelines do not contain any provision for monitoring of RKVY, apart from one per cent administrative provision.
A major missing link in evaluation was assessment of the effectiveness of the scheme. Audit could not find any benchmark prescribed anywhere to measure the increase in production and productivity.
RKVY was launched to increase agriculture growth rate to four per cent by the end of the 12th Five Year Plan, said the report, adding that there was no mechanism to measure this directly.
RKVY schemes are formulated and monitored by concerned divisions in the agriculture ministry, but implemented by states with more or less 100 per cent Central grant. CAG suggests that the ministry should coordinate with state governments to rectify the deficiencies cited by the audit.

Around 3,000 residents of Zanskar sub-division in Ladakh, Jammu and Kashmir, are being evacuated to higher ground after an artificial lake created by a landslide on Phutkal river last year burst at about eight am on Thursday, Kargil district administration said.
The flash flood, triggered by the bursting of the 15-kilometre-long lake, has damaged bridges and buildings, including a school. No loss of life has been reported yet.
On December 31 last year, a massive landslide had blocked the Phuktal river, creating a lake containing more than 30 million cubic metres of water.
According to Hassan Khan, deputy commissioner of Kargil, six bridges have been washed away in the Zanskar sub-division. The floods will directly impact 40 villages in the Padam region. Authorities were yet to ascertain if there had been any damage to the Nimo-Bazgo Hydroelectric Power Project in the downstream of the Phutkal river, a tributary of Zanskar.
“The water level is increasing with every passing hour and the administration has asked the people living along the river to move to higher places,” said Khan in a statement to local media.
A technical committee, comprising National Disaster Management Authority (NDMA) officials and officials from the Central Water Commission, Geological Survey of India (GSI) and other agencies had visited the site on February 12 and collected rock and debris samples.
On April 1, a joint task force of the Army, Air Force and NDMA had said that they had used controlled explosions to create a 75-metre-long and 2-metre-wide channel through the wall of landslide debris to allow water to drain away.

Sphere India, a coalition of relief agencies working in disaster-prone areas, had earlier said that blasting the barrier would not help. It had explained that the valley was narrow and blasting would only lead to more debris blocking the river.

Record concentration of carbon dioxide (CO2) in the atmosphere was reported worldwide in the past two months, which scientists feel, marks a significant milestone as far as global warming is concerned, according to news reports.
Latest figures released by US’ official weather and ocean science agency, National Oceanic and Atmospheric Administration (NOAA), show that for the first time the parts per million (ppm) of CO2 in the atmosphere stayed over 400 globally for a month.
The latest observation indicates the amount of greenhouse gases in the atmosphere and the current concentration is unprecedented in a million years. The new global record follows the breaking of the 400-ppm CO2 threshold in some local areas in 2012 and 2013. It comes nearly three decades after what is considered the “safe” level of 350 ppm was passed.
This is not the first time that the atmosphere breached the 400 mark. Two years ago, the NOAA-run Mauna Loa recording station in Hawaii reported such an occurrence.
According to NOAA figures, the recent global CO2 level stands at 400.83 ppm. For the month of April, the level stood at 403.26 ppm.
“This marks the fact that humans burning fossil fuels have caused global carbon dioxide concentrations to rise more than 120 ppm since pre-industrial times,” Pieter Tans, the lead scientist on NOAA’s greenhouse gas network, was quoted by The Guardian as saying. “Half of that rise has occurred since 1980.”
According to CO2Now.org, a self-fund project that collates international climate data, the safe limit for atmospheric CO2 is 350 ppm. Atmospheric CO2 levels have stayed higher than 350 ppm since early 1988.

The recent observation is significant as countries are due to meet in Paris in December this year to hammer out the new climate agreement. While the aim of the agreement is to control emissions so that global temperature rise is kept under 2°C, economist Nicholas Stern warned this week that the intended emissions cuts announced by countries so far were not enough and could lead to a rise of three to four degrees.
Ed Hawkins, a climate scientist at the University of Reading, UK, was quoted by The Guardian as saying, “This event is a milestone on a road to unprecedented climate change for the human race. The last time the Earth had this much carbon dioxide in the atmosphere was more than a million years ago, when modern humans hadn’t even evolved yet.”
“Reaching 400 ppm doesn’t mean much in itself, but the steady increase in atmospheric greenhouse gases should serve as a stark reminder of the task facing politicians as they sit down in Paris later this year,” he added.

iii. It can take off like a helicopter and fly like an aeroplane.

5. 16TH ANNUAL STATE OF THE WORLD’S MOTHERS REPORT:
i. Save the children released 16th Annual State of the World’s Mother’s report.
ii. The report entitled , ‘The Urban Disadvantage’ was released by Union Minister for Minority affairs, Najma Heptulla.
iii. A total of 179 countries were considered among which Norway topped the chart followed by Finland and Iceland where as Somalia was at lat spot.
Note: India is placed at 140th position among 179 countries.

1. INDIA BEAT JAPAN BY 2-0 IN SECOND MATCH OF TEST SERIES
Indian hocky team pulled off a 2-0 win over Japan in the second match of the four Test series held in Bhubaneswar
The Indians surged into the lead through a 27th minute strike from S.K. Uthappa,before Dharamvir Singh doubled the lead in the 48th minute.
The match had an interesting start and both the treams played a fast-paced game.
Due to the well organised defence from both the teams, the third quarter remained goal-less The fourth and the last quarter of the game began with the same momentum but indian hocky was seen attacking from the right flank
Dharamvir effortlessly attacked the Japanese citadel in the 48th minute, landing the ball into the net, making it 2-0.

Salman Khan has been sentenced to 5 years rigorous imprisonment
Since he cannot apply for bail at sessions court, Salman Khan will be sent to Arthur Road jail today
 He has also been fined under section 304 II of IPC for culpable homicide not amounting to murder.

3. AKASH MISSILE INDUCTED IN TO INDIAN ARMY

The Army on Tuesday inducted the first regiment of the indigenously-developed Akash surface-to-air missile system
Akash missile is capable of targeting a multitude of aerial threats up to a range of 25 km.
Akash has been developed by the Defence Research and Development Organisation and is being built by Bharat Dynamics Limited (BDL)
Each regiment of Akash consists of six launchers with each launcher having three missiles. The Army had placed orders for two regiments worth about Rs. 19,000 crore.
Air Force variant of Akash has already been inducted.
An Akash battery comprises four 3D passive electronically scanned array radars and four launchers with three missiles each, all of which are interlinked. Each battery can track up to 64 targets and attack up to 12 of them. The missile has a 60 kg (130 lb) high-explosive, pre-fragmented warhead with a proximity fuse. The Akash system is fully mobile and capable of protecting a moving convoy of vehicles

4. UNION CABINET APPROVED CONSTITUTION 119TH AMENDMENT BILL ON LBA BETWEEN INDIA AND BANGLADESH INCLUDES ASSAM
The Union Cabinet on Tuesday approved Constitution 119th Amendment Bill on the land boundary agreement between India and Bangladesh.
(119th Constitutional Amendment act of 2013)  will allow the operationalisation of the 1974 India-Bangladesh Land Boundary agreement also India and Bangladesh will exchange several enclaves which are under each other's adverse possession.
Instead of fierce resistance from the BJP’s Assam unit and other political parties Assam has been included in Bill for land swap with Bangladesh

The galaxy EGS-zs8-1 lies 13.1 billion light-years from Earth, the largest distance ever measured between Earth and another galaxy has been discovered
It has been discovered by using a powerful instrument called MOSFIRE on the Keck I telescope at the Keck Observatory in Hawaii

The new measurement also enabled the astronomers to determine that EGS-zs8-1 was forming stars very rapidly, about 80 times faster than our galaxy today

About Lu Ping:-

Born in Shanghai in 1927, Lu  ping graduated from the prestigious St John's University in 1947.
He joined the HKMAO in 1978 Lu Ping was one of a handful of mainland officials who oversaw Hong Kong's handover from beginning to end.
 Lu Ping retired from the HKMAO a few days after the handover.


8. MAHARASHTRA GOVT PLANNING TO BRING SEPARATE MARRIAGE LAW FOR BUDDHISTS
The Maharashtra government has proposed formulation of a separate law for marriages in the Buddhist community
The draft of the law will be ready by the end of this month
The Buddhist community has been demanding a separate law for their marriages from the time Dr Babasaheb Ambedkar converted to Buddhism in Nagpur in 1957
Marriages of Catholics, Jews, Parsis and Muslims are already covered under the Hindu Marriage Act, but Buddhists are not covered under this Act
The proposal for a separate Buddhist marriage act was first put forth by former state cabinet minister Nitin Raut in 2007.

9. CENTRAL EXCISE ARREARS RISE TO RS 59,309 FROM RS 45,463 CRORE A YEAR AGO
Tax arrears towards central excise rose to Rs 59,309 crore in 2013-14, from Rs 45,463 crore a year ago
In its audit report on Indirect Taxes (central excise) tabled in Parliament, CAG showed that arrears (pending recovery) have been rising since 2011-12

At the end of 2011-12, the arrears were Rs 35,964 crore. This rose to Rs 45,463 crore at the end of 2012-13 and further to Rs 59,309 crore in 2013-14
